Mandatory reporting of building energy consumption in Quebec: What you need to know for 2027

ENERGY STAR® Portfolio Manager® is becoming an essential tool for compliance with the regulation

The Government of Quebec has just taken a crucial step toward improving the environmental performance of its building stock by adopting a new regulation on the mandatory reporting of energy consumption in large buildings. Starting in 2027, owners and managers of buildings covered by the new regulation will be required to collect, organize, and report their energy consumption data annually in accordance with requirements established by the Government of Quebec.

This measure is aligned with best practices already adopted in several major North American cities, notably Montreal where the monitoring and disclosure of building energy performance are already well established. The measure is also part of a broader effort to improve the energy efficiency of Quebec’s building stock and to support the provincial energy transition.

Which buildings are covered by the new regulation?

An initial report must be submitted no later than 30 June 2027 for the following categories:

• Commercial and municipal buildings of 5,000 m² or more
• Residential or partially residential buildings with 50 or more housing units
• Government buildings larger than 100 m²

Starting in 2028, the regulation will also apply to:

• Buildings of 2,000 m² or more
• Residential or partially residential buildings with 25 or more housing units

According to the government, nearly 48,200 buildings could ultimately be subject to this regulation.

What energy data will need to be reported?

To meet the new requirements, building owners and managers will need to be able to collect and organize a significant amount of information, including:

• Building information such as address, construction year, total floor area, occupancy types and, if applicable, the number of residential units
• Owner information, including name, contact information, and Quebec Enterprise Number (if applicable)
• Energy consumption information, including the types of energy used (electricity, natural gas, heating oil, etc.), the amounts consumed per billing period, and the associated costs

The first report will also require data covering previous years. Affected property owners and managers would, therefore, be well advised to start organizing their energy data now to avoid a last-minute rush as the first regulatory deadlines approach.
