Executive Director

Mathieu is a recognized leader in energy efficiency and decarbonization training, serving as CIET's Executive Director since 2012. With over 15 years of experience in program development, training delivery, and strategic leadership, he has played a pivotal role in shaping CIET into Canada’s most active low-carbon capacity-building organization.

He leads a dedicated team that delivers more than 300 training events annually across Canada and internationally, equipping professionals—from emerging talent to seasoned experts—with the skills needed to accelerate the energy transition. Under his leadership, CIET has expanded its reach, diversified its training portfolio, and strengthened its reputation as a trusted partner in workforce development.

Mathieu is known for his collaborative and pragmatic approach, working closely with clients, governments, and industry partners to ensure that training programs are practical, inclusive, and aligned with real-world decarbonization goals. His clear understanding that training and capacity building must support broader organizational priorities ensures that every CIET initiative delivers tangible value to participants and stakeholders alike.

He holds an MBA in International Business and is a certified Project Management Professional (PMP) and Business Energy Professional (BEP). In recognition of his contributions to the sector, Mathieu received the Association of Energy Engineers (AEE) Regional and International Awards for Professional Development in 2023 and 2024.

Alexandre Blanchette

Training Program Manager

Alexandre Blanchette is a key contributor to energy efficiency and decarbonization training in Canada, currently serving as Training Program Manager at CIET. Since joining the organization in 2022, he has led the development and delivery of close to 50 training initiatives, significantly enhancing CIET’s course portfolio and client offerings.

With expertise in andragogy and business process optimization, Alexandre ensures that every training program is tailored to meet the practical needs of professionals and organizations. His work has supported a wide range of clients, including the Federation of Canadian Municipalities (FCM), the Fédération québécoise des municipalités (FQM), FortisBC, and the City of Toronto. These projects have focused on building capacity in areas such as energy efficiency fundamentals, decarbonization strategies, and building automation systems.

Alexandre is known for his structured and collaborative approach, ensuring high-quality training delivery and client satisfaction. He works closely with subject matter experts and stakeholders to ensure that CIET’s programs are relevant, inclusive, and aligned with real-world skill development and sustainability goals.

He holds a Master’s Degree in College Teaching from Université Laval and is fluent in both French and English. Through his leadership, Alexandre continues to strengthen CIET’s role as a trusted partner in advancing Canada’s energy transition.

Alys Ouellet

Customer Experience Specialist

Alys Ouellet is a customer experience specialist at CIET, where she has been supporting participants and clients since 2023. With a strong background in client service and communication, she ensures that every interaction is handled with care, clarity, and efficiency. Alys plays a key role in improving internal processes and enhancing the overall training experience. Her attention to detail, empathy, and problem-solving mindset help uphold CIET’s commitment to delivering high-quality, accessible training in energy efficiency and decarbonization.

Annabel Ewusi Boisvert

Project Manager – Private Events

Annabel Ewusi-Boisvert is a seasoned Project Manager at CIET. With over seven years of experience in event coordination and project management, Annabel specializes in designing and delivering impactful training programs that support energy efficiency professionals across Canada. 

Since joining CIET in 2023, she has successfully managed more than 40 private training contracts, ranging from single events to multi-year national initiatives. Her portfolio includes collaborations with municipal governments, educational institutions, and major utilities, including the City of Toronto’s Green Will Initiative, NB Power, FortisBC, and Hydro-Québec. A creative and analytical thinker with strong leadership skills, Annabel brings a dynamic approach to problem-solving through her ability to streamline processes, enhance participant experiences, and ensure training programs are delivered on time and within budget. 

Annabel holds a Certificate in Project Management from HEC Montréal, a Diploma in Leadership from Concordia University, and an AEC in Event Planning and Management from Lasalle College. 

Her passion for learning and commitment to excellence make her a key contributor to CIET’s mission of building capacity in the energy efficiency sector. 

Élie-Ann Côté

E-Learning Specialist

Élie-Ann Côté is a passionate learning strategist and e-learning expert.
With a Master’s degree in Human Development, a diploma in Training Management, and a strong background in instructional design and e-learning development, she leads projects with agility and purpose. Her career is marked by innovative digital learning solutions and a deep commitment to human-centered development. Élie-Ann brings a unique blend of creativity, empathy, and adaptability to every initiative. She thrives in collaborative environments, working closely with teams and stakeholders to co-create meaningful, engaging learning experiences that foster growth and transformation.

Elizabeth Murphy

Marketing & Communications Manager

Elizabeth is a seasoned marketing and communications professional with over nine years of experience across industries such as IT, biotechnology, advertising, and energy efficiency. At CIET, she leads brand strategy, campaigns, and storytelling efforts that connect with professionals working toward a low-carbon future.

With a focus on both B2C and B2B initiatives, Liz plays a key role in supporting CIET’s training and capacity-building projects. She works closely with clients to ensure their programs reach the right audiences through clear, targeted messaging that drives both engagement and learning outcomes.

Her approach is rooted in creative collaboration—working hand-in-hand with subject matter experts, partners, and internal teams to develop compelling content and cohesive communications. From shaping content strategy to strengthening CIET’s presence across digital platforms, Liz ensures every message informs, connects, and inspires.

She holds a Bachelor's Degree in Communications and is committed to making every marketing initiative a meaningful contribution to CIET’s impact on the energy transition.

Émilie Belleau

Digital Marketing Specialist

Émilie is a B2C digital marketing specialist. With solid experience in 360 marketing, she skillfully combines strategy, content, and performance to create impactful campaigns. Holding a Master’s degree in Marketing from HEC Montréal, she has thrived in dynamic environments where she led multiplatform initiatives ranging from digital advertising to event management. Today, she puts her expertise to work in the fields of energy efficiency and decarbonization. Émilie stands out for her collaborative leadership, analytical mindset, and creativity. To her, marketing is a powerful lever—useful, human-centered, and driven by meaningful action. 

Kate Sanzari

Coordinator, Project Support

Kate Sanzari is a project coordinator at CIET, where she provides essential logistical and administrative support to project managers across both public and private training initiatives. With a detail-oriented mindset and a proactive, problem-solving approach, she helps drive CIET’s mission forward. Kate brings a strong commitment to advancing education in energy efficiency and sustainability, contributing to the smooth delivery of courses and communications. 

She holds a Bachelor's degree in Environmental Biology from McGill University and an Environmental Studies Certificate from John Abbott College. Her background also includes several years of leading community-based environmental initiatives, where she worked closely with residents, partners, and local organizations to promote sustainable practices and climate action. 

Lauren Rousseau

Project Manager

Lauren leads training projects for diverse public and private sector clients across industries in Canada. She brings five years' experience in project management, along with two years in non-profit communications and advocacy. Lauren discovered her passion for capacity building while leading international projects in the UK, where she equipped media and civil society professionals with the skills and knowledge to enact tangible change.
At CIET, Lauren works closely with clients to understand their goals, tailor solutions, and achieve and learn from the results. Prioritizing clear communication and attention to detail, she adopts a collaborative and flexible approach to each project, with a strong commitment to a more sustainable energy landscape.

Lisa Rae

Senior Business Development Manager

Lisa Rae is a passionate advocate for sustainable energy and a seasoned leader with over 15 years of experience in the energy sector. As Senior Business Development Manager at CIET, she’s driving national efforts to expand energy efficiency and decarbonization training—helping to build the skilled workforce Canada needs for a low-carbon future.

Lisa holds a BA in Environmental Practice and is a Certified Energy Manager (CEM), Certified Measurement & Verification Professional (CMVP), and Certified RETScreen Expert (CRE). She brings her expertise to several leadership roles, including the AESP National Boards (U.S. and Canada), Vice President of the AESP Ontario Chapter Board, and as a member of the EDA Commercial Members Steering Committee.

Known for her collaborative spirit and strategic mindset, Lisa is deeply committed to empowering others and creating lasting impact in the transition to a more sustainable energy landscape. 

Mariana Bustos

Project Manager

Mariana Bustos Alva is a Project Manager and Operations Coordinator at CIET. Originally from Torreón, Mexico, she began her career in the energy efficiency sector when she joined CIET in 2021.

Mariana is dedicated to delivering high-quality programs and ensuring client satisfaction. Known for her strong organizational skills and keen attention to detail, she plays a key role in the smooth execution of CIET’s operations. Since joining the organization, she has coordinated over 400 training programs for both individuals and organizations, including municipal governments and clients such as BOMA, Nova Scotia Public Works, FCM, SaskPower, and MCW.

In addition to program coordination, Mariana has contributed significantly to the improvement and automation of several internal operational processes, enhancing efficiency across the organization. She holds a Bachelor’s Degree in Nutrition and is fluent in Spanish, English, and French. Mariana takes pride in being part of a company that drives positive environmental change through energy efficiency.

Meghan Murray

Senior Consultant

Meghan Murray is a Senior Consultant with over a decade of diverse experience in energy efficiency and sustainability. She specializes in providing consultation and design services under the IESO’s Capability Building Plan, a comprehensive initiative that includes training sessions, guidance materials, tools, and other resources to enhance the energy efficiency knowledge and capacity of individuals, businesses, and market partners. 

Meghan has a strong background in the design and implementation of electricity Conservation and Demand Management (CDM) and natural gas Demand Side Management (DSM) programs, developed in partnership with utility clients. She has supported the development of annual CDM plans, led teams in achieving utility clients’ conservation targets, and created outreach strategies and educational materials to raise awareness about energy efficiency programs and opportunities. 

With hands-on experience in energy audits and modelling, Meghan brings technical expertise in building science and energy-efficient design principles and has contributed to the evaluation of energy efficiency programs in multiple jurisdictions. Her multidisciplinary approach supports the successful delivery of projects that drive measurable energy savings and build lasting capacity across the sector.

Pirassanth Thanapathy

Energy Efficiency Consultant

Pirassanth Thanapathy is an Energy Efficiency Consultant with broad expertise in energy consulting, including energy modeling and building performance diagnostics. In his previous roles, he conducted ASHRAE Level 1 and 2 energy audits and applied advanced fault detection techniques to identify and resolve inefficiencies in commercial and institutional facilities. He has made significant contributions to the Independent Electricity System Operator’s (IESO) Capability Building Plan, where he developed a wide range of technical resources—including fact sheets, best practice guides, and educational webinars. His work is strategically tailored to the knowledge levels and practical needs of diverse audiences, ensuring meaningful engagement and lasting impact for energy professionals across the sector.
